Two households can follow identical laundry routines and get different results. Water hardness is frequently the reason, and it affects cotton more than most fabrics.
What Hard Water Is
Water containing dissolved calcium and magnesium, picked up as it passes through chalk and limestone. It varies enormously by region and is entirely a matter of local geology.
It is not harmful to drink. It does change how detergent behaves and what it leaves behind.
Do Not Reach for Softener
The instinctive response to stiff towels and the wrong one. Softener coats fibres, which masks the stiffness and destroys absorbency at the same time.

What It Does to Laundry

The Machine Suffers Too
Scale builds up on heating elements and in pipes, which reduces efficiency and shortens machine life.
A monthly hot empty cycle with a descaling product, or with vinegar, addresses it. In very hard water areas this matters considerably more than the manual suggests.
Soft Water Has Its Own Issue
In very soft water, the usual detergent dose is too much and residue results from over-dosing rather than from minerals.
The correction is the opposite: use less. Etched, cloudy glassware in a dishwasher is the corresponding signal.
